June 23/09 - OSHAWA -- The public doesn't seem opposed to a proposed graffiti bylaw, but council's finance and administration committee shot it down nonetheless. The bylaw would make it an offence for local stores to sell graffiti implements -- spray paint, broad-tipped marker pens, paint pens and glass-cutting tools -- to people under 18, or for minors to possess them in public unless they are supervised by a parent, teacher or employer.
Article says City report claimed has been used effectively in Ottawa - nope, we haven't. Was considered, but there are legal issues, staff decided to look into other approaches.
