Too bad they have to use such a wide brush to tar even band posters as vandals - better to designate allowable places - many areas have poles with metal collars at intervals for this. I would hope they also target the area for poor lighting, garbage, run-down properties, broken up streets etc.

Jan 24/2011 - Boston - Now the neighborhoods are taking a hard line against graffiti artists and sticker-happy 20-somethings who litter the streets and utility poles with band fliers, dragging down property values and making people feel unsafe. Police this month are blanketing the area with 90 signs that warn of the $300 fine for illegally posting notices and $1,500 fine and arrest for tagging.
